The Planning Division's responsibilities primarily stem from State Planning, Zoning and Development Laws mandating cities and counties regulate the use of land, including subdivisions. This includes the adoption and maintenance of a General Plan, which establishes land use policy for development in the city, as well as the Zoning Ordinance (Title 18), and the Subdivision Ordinance (Title 17) which are implementation tools for the General Plan. From these mandates, the Planning Division is involved in the following:

  • Serving as staff to City Council, Redevelopment Agency, and Planning Commission;

  • Maintaining, amending, and administering the General Plan

  • Maintaining, amending, and administering the Zoning Ordinance and Specific Plans:

    1. Process project applications (e.g. Site Plans, Conditional Use Permits, Tentative Tracts) to the Planning Commission and/or City Council.
    2. Review and issue various permits for temporary uses: garage sales, car washes, special events, parking lot sales.
    3. Answer questions of the public on phones and at the public counter on the above activities, as well as dispensing zoning information.
  • Maintaining, amending, and administering the Subdivision Ordinance;

  • Administration of the City’s Community Development Block Grant Senior/Disabled/Handicapped Repair Program.

  • Preparing and processing environmental compliance documents for public and private projects pursuant to the California Environmental Quality Act (CEQA) i.e., negative declarations, environmental impact reports, etc., as well as similar documents pursuant to the National Environmental Policy Act (NEPA);

  • Reviewing and evaluating proposed changes to State law related to the above as to their impact on the City;

  • Reviewing materials from and corresponding with regional and State agencies on City activities [e.g., Southern California Associated Governments (SCAG), San Bernardino Association of Governments (SANBAG), Mojave Desert Air Quality Control District (MDAQMD), Mojave Water Agency (MWA), Lahontan, California Department of Transportation].
